New guitars almost always come poorly setup from the factory. The final setup is the hardest and most important part of the assembly process. It takes a skilled hand to fine tune an instrument for optimum playability. Factory guitar manufacturers are only interested in getting as much product out the door as fast as possible.

The playability of the guitar is left up to the consumer to take care of. The nut is typically way too high while the intonation is often on the moon. Compounding this, the guitar goes through a settling process as the wood seasons. The wood shrinks and expands as the guitar gets played and while being exposed to temperature and humidity. Frets move around, the neck bows and the action height rises. Before long the guitar is unplayable and won't tune.

A basic setup will usually work on newer guitars that have been reasonably cared for. A full setup with a fret topping is usually recommended for used guitars with pitted frets, high and low frets or a high spot in the top end near the neck joint.
